check this part first, if you still have stock double wall pipe it could be as small as 1.75 on the inside.

i was suspecting the stock exhaust. if i put 2.5 pipes on would it affect the tune too much or just a little??

stock exhaust will be a problem,
especcially if your aiming for 10psi on stock exhaust

the WG really wouldn't matter where its set to,(mani or compressor)
it should still hit the 10psi spring mark,
have you looked at the color of the spring?
to make sure its set at 10psi?
does the WG open @ 8psi? <-that would tell you alot of things

It does, If you hook the wastegate to the manifold, you will end up seeing 10lbs at the manifold. If you hook it up to the turbo, you may only see 8-9 psi at the manifold, due to the wastegate opening sooner. There are some small pumping losses between the turbo outlet and the manifold.

my wastegate is hooked up to an intake manifold vacuum source. and it will only boost 8psi. gonna put on 2.5 exhaust on with the current magnaflow muffler. the spring is yellow(big yellow) which is rated for 10. psi. my old spring was a small green which was rated at 7. psi but was only boosting 5psi. so im thinking about pairing the 2 springs to get a rating of 17 psi so ill hit about 12 to 13psi. what u guys think?

I would go for a rip with an open down pipe to see if the exhaust was actually causing any problems.

As for the springs, why dont you just hook up an mbc?

so with a mbc i can up the boost passed the wastegate spring psi of 10psi i always thought the mbc could only go as high as the spring setup on the wastegate.

dude, get an MBC. The 2psi you are missing could be any number of things. This is HMT. If you are missing 2psi, bump it up 2psi. your gauge could also be off by 2psi.
