no it's not carbon seal.
It has the blue anodized aluminum backplate that's dynamic seal, usually with 270° thrust only.
The shape of the extremity of the shaft tells me it's a stage 3.
Turbonetics Ball bearing turbos do not always have watercooling so maybe it's ball bearing on the compressor side which is hard to tell without opening it.
