Massive Dyno Dissapointment. Help me figure out the problem.

I have just finished building a turbo B18C5 and this is the setup:
- Stock Sleeves
- Eagle Rods
- JE 9.0:1 Pistons
- Blox Intake Manifold
- Blox 70mm Throttle Body
- Stock Valvetrain
My turbo setup looks like this:
- 60-1 T3/T4 with .63A/R exhaust side, Stage 3 wheel.
- Half Ram manifold
- 2.5-3" Downpipe
- Full 3" Exhaust
- 22"x9"x3" Intercooler
- Tial 38mm Wastegate with 10lb Spring
- Greddy RS BOV
And the whole thing is being tuned using Crome on a chipped P28.
My goal was to hit 380-400whp, and I think my setup should be more then capable. I ran countless compressor maps, etc.
I went to the Dyno yesterday, up here in Canada, to one of the most "reputable tuners". I wont name names, but the most he was able to pull out of our setup was 240whp. At one point we hit 330whp, but he said he things the dyno was off on that one.
So what gives guys? I am racking my brain trying to figure out what the restriction is. And I dont see one. Is it time to change tuners?
Please let me know your thoughts.
PS: The Downpipe will be changed to a full 3". Although this will unleash more power, I doubt it will give me the 160whp I am lacking.

wow, that is a big disappointment. have you actually driven the car yet? id hit up xenocron for a good basemap chip for about 20 bucks. he can probably pull more power out of that motor on a basemap than the tuner did on that "tune".

With that kinda power output I'm guessing the problem is something other than the tune, like something mechanical. Maybe your losing boost somewhere or not making nearly as much as you think, but those numbers are WAY off.
