its called a sticky w/g arm or possibly a bad bov, but a ct26 should be able to hold atleast 10 psi to red line, try'n up in to 12 for fun and report back

 

The bov is a nock off greddy style so its not to old. The boost controller is junk, it was one I got off of a friend so I don't know if that is the problem or not. For the w/g arm can you just clean that or do they stick on the inside.
