Does this look like where an internal wastegate was connected If so can I buy one to replace it? Where?

 

Yes to both questions. You have a few options:
1. You can buy a flange that will block the wastegate hole (smaller hole) and use an external wastegate.
2. Go to a junk yard and pull a wastegate swing valve off a Saab or Volvo turbo.
3. Buy one - try Ebay, SpoolinPerformance or Google search.

Based on the prices I have seen for wastegate swing valve assemblies ($200+ shipping included), you will be better off going to a junk yard or buying a used turbo with all the components for less.
