Default how fast should oil drain? is my turbo plugged?

i have a 14b and i started the car and my jb weld broke where i jb'd a fitting on to the stock 14b drain flange...i took the turbo off and put some oil in it and it doesnt even drip out....does the turbo have to be moving for the oil to circulate?

no, oil should come out without the turbo moving.

ok because no oil comes out i thought it might have been clogged but it might have been my shitty jb weld that busted from to much pressure..i'll braze it and throw it back on and see what happens
