i already loosened,cleaned and retightened all the grounds that i could find.. including the therm housing..soo i dont think that has anything to do with it. its definitly governed though. it must be a ecu problem...i rev it at idle to 4, bounces off. i dont understand how anything in the tune could have changed. theres nothing else i can think of.

Are the clutch switches possibly stuck or bad? Sounds like you have permanent launch control or something. Check if they are stuck. If they aren't check them for continuity with a multimeter.

Drive down the road in gear, get up around 4k and let off the gas. LEAVE THE CAR IN GEAR. If the ECU sees high vacuum at a high rpm for more than a second AND there is no VSS signal it kicks CEL 17.

Sitted for a while, uh ? what about centrifugal advance stuck inward ?? Check the timing curve with a timing gun.
If it rev to 4000 even in neutral (no load)and at full load rule out all fuel related, fuel flow is load realted. Coil may be a goner as well.
Carefull late ignition is a turbo killer.

Great points. There are so many things that could be wrong to cause it I think he needs to break out the multimeter and start testing components.

Need to know how it does in neutral. If it rev in neutral rule out advance, then read the following. The dist cap change ring a bell to me. They are mass produced and I a had trouble with one, it can be as stupid as the gap between the pole and rotor have increased a bit and under load the current can't make it trough and induce misfire as the charge get denser and coil charging time is reduced. change plugs and gap it tight, if it helps the ignition current is definitely having hard times to complete the run. If we hit something there, an old dist cap with a window in front of a pole and a timing gun will tell a lot on the rotor placement at ignition. It should flash straight to the pole. Note that the fuel issue is not ruled out since it revs to red in neutral. To clear this up hook a pressure gauge to the fuel line and tape it to the wiper(you don't want it inside the car) then drive it to the redline to see if the pressure drops. Check if coil resistance is within spec. Good luck

Not very familar with fuel injected Honduhs, huh? No spring loaded bits in the distributors, ignition is all computer controlled.

OOps, well I had 2 carbed 89 hondas while ago, I assumed they were the same. So ECU triggered dizzy, right ??
Still the remaining infos should help. I drive a 04 Honda VTR1000 bike that I plan on turbo'ing next winter, but for cars I'm a BMW nutz, and a definite performance nutcase.

It's okay. You obviously know what you're talking about, you just aren't up to speed with Honduhs. Given the number of ugly-ass bodykitted overly lowered crapwagons bouncing all over the roads it's probably to your credit you don't know much about them.
