Default Help with my T28....

Ok I have a T28 at home ready to be installed and I think it's set at 13psi. I don't want to boost past 10psi, is there anyway for me to know for sure what it is set at before boosting? And what would be the easiest way to set it to 10? Please don't flame me!

You can't tell what the boost is set at until you run it. I've never seen a stock wastegate set at more than 10 psi.
