Default having probs adj. my wastegate

so i have a garrett t3 .48/.60 and it came with an internal gate (brand new) and the rod is threaded and can be moved about 1", first off i thought the length of that rod would affect when the gate opened, (i have a leak down tester hooked up to it basically so i can put pressure to the waste gate to see when it opens) but no matter if i have that rod threaded all the way in or out or in between, the gate still starts to pop open at about 25 psi and if you get the rod too long it will just hold the door a little bit open, is it broken or what do i need to do to get this bitch to 8 psi

If you have the boost source coming fromt he compressor housing then yes that ---- is broke.
