Default having a problem with boost between shifts, won't build boost

ok so today i did a few runs and i noticed that when i shift at 7k (10psi) when i get in the next gear i'm only boosting 6-7psi for about 2k rpms.
it feels like it's not boosting at all, but i'm reading 6-7psi on my boost gauge.
it sounds like the wastegate is stuck open then it closes and i start building boost again.

few details about my set up
14b
10psi
cdm wastegate with a 6.-- spring
home made boost controller
wastegate dumb is open. no dump tube yet.
i have the wastegate line hooked up just past the j-pipe with the mbc inline with the side port.
i'm using some clear hose lines that are really soft when hot, i'm thinking that might be a problem. i'm getting better hose tomorrow.

any ideas of what is happening or any more questions that i haven't answered

First, if you have an inline MBC (ball/spring type), why is there a hose attached to the top port of the wastegate?

Also since you made the MBC, did you happen to drill the tiny tiny hole on the fitting closer to the wastegate. If you don't have it, the boost pressure will get trapped between the ball and the wastegate.

holy ---- i forgot to drill the hole.
i'm gonna do it right now. i hope that fixes it.
oh and the hose is on the top cause i was asking how to hook it up and some guy said to put it inline with the side port and that he has a hose on the top going nowhere to make sure nothing falls in.
sounded good so i put a hose on mine so nothing will fall in.
damn i won't be able to run the car tonight.

Make sure the hole is as small as possible.

yeah can i put the hole in the hose or do i have to drill it in the mbc?
if i can put the hole in the hose then i can do it tonight, but i can't be in the garage drilling metal at midnight.

and would not having the hole cause the wg to stick open?

I would put it in the metal.

well i drilled the hole, but i don't have time to test drive it before work.
i'm driving it to work and i'll post back in a little while after i get to work

ok so i didn't really get a chance today to check it out. it seemed like everytime i got on the freeway there was a cop next to me. seems to be boosting and running better though
