Default Garrett super 60, trouble shooting probs.

Been on the long search for a perfect turbo charger for my 01 jeep xj ,straight 6 4.0, got my manifold, piggy back fuel management, timing retard ect,.... i just need to clear up some things up, Will a garrett "super 60" t3 be good for bottom end power, start spooling between 1200-1500 rpm and peaks about 3500 and it only needs to push about 16-19 psi? heres the specs, T3 series turbocharger 60 trim. 60 Trim compressor T3 with .48 A/R exhaust side. Ive looked into turbo charging my jeep for weeks now and this is what seems to do the trick. id really appreciate yalls experience and help. please be serious. Would yall be able to recommend and good waste gate or blow off valve if possible?

I'd be a bit concerned that a Super 60 might choke off the engine anywhere past 3500-4000 RPM and you wouldn't be able to rev higher - I tried using a slightly smaller K-car turbo on a Mopar slant six once, and that literally didn't want to rev past 3000 RPM.

Bigger Turbo? Can u through out a couple things I could look up?
