So you completely disconnected the wastegate line, and you only get 1-2psi? that sounds really odd, is the turbo spooling up at all? have we tripple checked for leaks in the charge piping? and make sure there is no restrictions maybe in the intercooler or anything?

the turbo is spooling up i think because i can hear it. i can replace the intercooler with a pipe and see if that does anything, but i'm thinking it's my manifold more and more because it's really loud when i'm on the throttle, plus i can smell exhaust gases in the car.

While its parked and your looking at it.. Does anything come out the wastegate? Try to feel around around the manifold and feel for leaks.. (don't actually touch it) It sounds to me like for one reason or another your exhaust is gettting out before the turbo. Either the manifold is leaking or the wastegate.
Another problem.. Did you add a return fuel line? you said nothing about that? If you put the inline pump and it just ends at your fuel rail? your probably running super rich, that would also explain only boosting 2psi.. its probably about to flood out.

Todd, thanks for the suggestions. Nothing is coming out the wastegate because I can see that the valve is not moving. When I rev it in neutral I can feel some gasses escape around the manifold however. I didn't add a return fuel line. The way it works is this:
The pump is controlled by a boost referenced pump controller, which sends a corresponding voltage to the pump at specific boost reference points. The check valve allows fuel to flow through when the pump is not on (like during idle) and closes when the pump is on.

Sounds like you have a pretty big exhaust leak to not build any boost. You should also doubt check charge piping and clamps for leaks.
Good luck with it, you may find that the OE Toy manifold needs some bracing at the turbo to help it support the turbo's weight.
God a link for the setup of your returnless pump? I know a few people with newer cars, might need something along those lines.

But.. Or actually.. if you let the inline pump inline without the check valve.. your stock pump will flow through it just fine.. When you turn it on.. Like you do now it will take over the pumping duties.. here is part of the problem. That inline pump probably flows atleast 50 gallons/hr of fuel.. your not using close to that much.. So all that extra fuel starts to build up and the pressure goes sky high. Its sort of like an fmu but uncontroled.. To do that setup correctly you need to have a return line. or a big intank pump. Once you get the manifold problem fixed this fuel problem is going to haunt you.
I do think the manifold is why you can't boost higher.

Joseph.. I really don't think that thing is gonna work.. All it will do is kill the pump early.
Tap the end of the rail and put a line and regulator there. Then run the return to the top of the fuel tank. Thats the only way to do it and run and fmu.

The wastegate may be malfunctioning, just rev the engine while you're under the hood and check where the extra exhaust is coming from. Also, make sure your boost gauge is working fine.
