Default custom liquid to air intercooler system over boosting problems

i upgrade to a liquid to air intercooler, everything works fine. Problem is now my prelude is overboosting. i am running a ssautoshitty turbo manifold, and 2" piping off the turbo to the water to air intercooler. could it be possible that the wastegate placement on that manifold is causing the wastegate not the be able to bypass exhaust gas fast enough or that my hotside charge pipe is to small, making it to easy for the turbo to build boost?

setup info:
garrett t3/ t04e stage 3 turbo .60/63
2.5" downpipe
tial 38mm wastegate with dumptube
12x12x4.5 liquid to air intercooler
2" hotside piping
3" cold side piping
ssauto manifold

wastegate may be stuck, sticking or try lowering the setting on your boost controller so it opens sooner.
you could also have someone rev it while you check the dump tube for exhaust flow at the max psi

i took the wastegate apart and checked it for anything unusual. it is working like its supposed to. I have no boost controller as i am going off the wastegate spring pressure to regulate boost. nothing has changed but the intercooler setup, and i have checked just about everything possible to try and fix the problem. the wastegate is working like its supposed to, i can hear it open up, but boost goes passed 5lbs and hit boost cut at 6.5. even just giving it 1/2 throttle it will hit boost cut.
