cant get turbo to boost...

cant get turbo to boost...
ok heres my setup... zc 14b ported exhaust housoing...hf mani stock wastegate.. side moount ic...2 inch pipeing...i got my setup all hooked up and ready to go...got the car running and i got even get it to read 1 psi...i even got rid of my boost controller and ran my vac line straight to my wastegat and still nothing....it seems like the turbo is to big and wont spool...any ideas..plz let me know

Dose the arm on the waste gate have play?
Have you checked to see if your BOV is closing?
Check your charge pipes for leaks.

Car wont build boost just reving the motor unless its off the limiter 
If your driving the car and you arnt getting any boost u probably have a charge pipe off or a really bad exhaust leak pre turbo.
