Default Boost creep???

I know haven't been on in a while, so Here's my setup again. I have:

hf manifold with 2gen dsm t-25,I/C, and BOV.
first gen dsm 450's with vafc running hack.
2gen dsm fuel pump
2 1/4" hard charge pipes with 2 1/2" intake pape running into driverside fender well CAI style
Str fuel rail and cam gear(at 0 until dyno tuning),
and MSD SCI ignition/wires
on a d16z6 running 13degrees ignition timing
in a 95 cx hatch.

Here's my problem. I think I'm getting boost creep, but I 'm not sure how to fix it. I get 9 psi all the way to around 5500-6000 rpm then it fades down to around7 psi to redline-7500rpm. It is still really storng but I just wanna see it hold 9 psi all the way out. I have managed to beat a Drag gen SOHC VTEC owner;a Wrx owner, and my buddy with the supercharged b18c1 hatch with hondata only pulls by like half a car tops. So I am still happy with the results but I want my 9psi. any help is greatly appreciated.
later

That isn't boost creep. Boost creep happens when your boost "creeps" past whatever your wastegate is set at and goes way higher than you want. What you have is a T25 on your Z6 and it can't pull you all the way to redline because it is too small a turbo.

yep, that t25 isnt gonna hold boost till redline. try a t3 .42/.48 or a 14b
