Re:B18C1+low boost
Go with a good sized T3/T4E.
@ 9 psi with good tuning you would be close to 300 whp with a turbo like that.
check out www.boosted-hybrid.com the Dyno charts forum will amaze you.

Re:B18C1+low boost
Please listen to hotrex! Damn never thought I'd say that. J/K! The Shipping Baron has lots of good pointers. Stick with at least a T3 .48/.60 or higher for a B-series engine. I've got the T3 .48/.60 and it hits full boost around 3.5k-4k depending on the gear and pulls pretty hard to redline. go with the 14b and just shoot yourself for wasting so much money!
Remember its about CFM NOT PSI! A T3 .48/.60 at 11psi probably only makes as much power as the T3/T04e .57 trim at 6-7psi.

Re:B18C1+low boost
Ya know everyone has their own opinions on what turbos to use and whatnot. But really you could use a 14b on a GSR if you wanted, would it work? yes, would it make over 220whp? probably, will it pull like ---- on the top end? yes. Maybe this guy has no ------- money and just wants to slap something together, maybe he has a 14b in his garage or can get a good deal on one. Sure do it, just be advised it is a touch on the small side for a high reving B-series.
Me personally, I always suggest a nice t3/t4 for a GSR, even a B16a loves the hybrid turbos in stock form. I also like a little lag with my setup, I cant stand a turbo that spools off idle. Do you like smoking your tires in 1st and 2nd as soon as you touch the throttle? or do you like it to come in slow then hit hard on the top when your already rolling? It's all preference on whatcha want.
We did a real budget GSR not to long ago, the write up was almost done,

this setup used the Tbird .60/.63 its one of the largest manufactored straight t3's on production cars. Still a bit small for a gsr but I bet with some decent tuning and around 10-12psi you could make 270ish at the wheels in a stock gsr.
As far as the people telling you, Oh ya 14-18psi it will take it, Sure.. it probably could, but dont get this visions running through your head right now, start off easy, learn how to tune before you crank the ---- up. GSR's have a pretty high compression and if not tuned right you will crack the ringlands incredibly easy. You can crack ring lands at 8psi if timing is to high.
Just keep reading up =)
