1st turbo setup and car won't start!!

Ok i'll try and explain this the best i can...haha 98 honda civic D16y5. I've been reading alot on here and tried to use the search engine but page comes up blank. anyways i have a T25 turbo, a socketed and chipped p30 5spd ecu for a 1992-95 honda civic / del sol or acura integra with a dohc or sohc v-tech engine, 450cc blue top injectors. I'm getting the intercooler tomorrow and hopefully have that put in and piped by the weekend. When i try to start it, it doesn't want to turn over. When i pulled the plugs out they looked like they were fouled. most of them had gas on them(see photo below). I used the dsm injector install using the inline resistors. thought i would fire it up since i had the main part done to make sure everything worked ok... thank you for your time you run a badass site!! Let me know if there is anything else you need to know i will try to answer.

explain the engine wont turn over, if the batts dead you might have enuff power to prim the pump and spray some fuel but not enuff to turn over the engine

this may be a stupid question but you said you have a chipped p30 ecu....is that installed and running a basemap capable of running 450s? what plugs you runnin? i dont know if im shooting in the dark here, but a 98 is obd2 right....a p30 isnt so woudlnt you need a conversion harness?

this is the write up on it when i bought it: This is a socketed and chipped p30 5spd ecu for a 1992-95 honda civic / del sol or acura integra with a dohc or sohc v-tech engine. it has a 5000rpm v-tech engagement and the redline has been raised to 9200 speed governor has been removed and it has been reprogrammed for turbo.fuel and timing have been modified to allow for boost from 0-8psi.. it will work over 8 psi but you will have to start upgrading your fuel and ignition to keep up to the turbo. there will be no need for a missing link map bypass with this computer. it will read your stock map sensor up to around 10psi. it is mandatory to run 91+ octane with this ecu. and yes i do have the jumper harness

the motor turns but doesn't start, i did have a couple of small sputters but thats about it, i figured i didn't need the intercooler piping just to be able to start the engine
