would this work on a drill press? googling says its a dangerous tool... This tool must be really bad since all tools can be dangerous.

Now with this tool I might be able to bore out a throttle body also. If it even works

you don't have to bore them, you can clear them with some 3mm wheel spacers, I am using a set of toyota celica 15" rims for my winter tires, and at first I was going to bore them but when I started the measuring I figure out the center part of the hub sticks out 3mm so I ordered 4 3mm spacers, and fit the rims perfectly.

Mount the rim on a mill. Dial indicate the center. Chuck up the flycutter, and make the cut.
No you wouldn't want to do that because you can't accurately find the center of the rim on a drill press. You need a mill so you can move the table.
