I've lurked on this site awhile looking at the great fabrication and welding.
The divided spool valve has been discussed over at theturboforums for quite awhile and is something I am interested in.
I seen a thread here about the same topic, and thought I would share some info.
I really don't give too ***** about that seller or if you think he is a scammer. I was pointing out that someone has already made a copy for much cheaper. Whether you actually will get what you pay for, I have no idea.

You can only take advantage of this flapper valve if you have a divided housing turbo and a non-divided manifold. I have no idea if running this would cause positive or negative results on a normal housing turbo. It will create more exhaust pressure flowing out of the manifold, but then it will slow down the flow to compress the exhaust gas.
