The Po5 and the P28 are both OBD1 ECU's. Your car is OBD2. You will need a conversion harness to run either one of them.

P28's can be found in 92-95 Civic Si Hatches & EX Sedans.

the p28 is an obd1(92-95) single cam vtec ecu, your p05 is an obd1 single cam NON vtec ecu, so yes, in theory it would work if your car was obd1. is your car obd1 and you just swapped in a newer engine? if so, yes, it will work fine, but if your car is obd2, then you have to buy an obd2 to obd1 conversion harness for the plugs for it to work.
