I figure it just clamps the voltage at a certain level but how the hell does it add extra fuel? are they shitting people?

Three wires... I say it's a fancy packaged LM7803 which is essentially the same thing as I've been doing with some Hondas for a while. It just drops the input voltage going into the MAP sensor.
I wouldn't say it's all you need to boost on, you need injectors of a certain undisclosed size, but it has a certain amount of functionality.

Schematics for an LM7803? Heh... hook one pin to battery power, one to ground, and one in place of the referrence voltage going into the MAP sensor.
Be prepared to use GhettoDyne or freeware NA version of ERM tuner to tune your fuel and ignition... it is like an AFC hack at -40% straight across - you run lean in boost.
