Best place to tune timing is on a dyno. It involves increasing the timing at "X-RPM" until the car stop making power, then backing down the timing one degree for safety. This procedure is then repeated again at a higher RPM. I don't think taking the risk of blowing up your engine on the street will be worth it.

do i need to have the timing tuned w/a dyno so it is safe, or is there a way to find a safe timing map w/o a dyno?

You don't need a dyno. Ask someone who is very familiar with tuning to make a BIN for you that has the timing set very conservatively.
