Are you jumping the diag connector. It should be at whatever the base timing is unless you have some odd timing adjustment going on via IAT/RCT.
What are you using for engine management?
Is this with a fresh map?

Well, there are red marks and there are red marks... if your red mark is on the right like in this picture then it is 0 degrees aka TDC. The three white marks on the left are (from left to right) 14, 12, 10 because this is a Y8 pulley... for a B-series or non-D16Y they would be 18, 16, 14.
