Is there a year split when obd2a closed and obd2b began? I did search and found nothing.

96-98 I beleive for obd2A and 99-00 for obd2b

That's Civics. Integras are 96-99, 00-01. I'm not 100% sure on the Accord/Prelude breakdown, but I believe it to be the same as the Civics.
