Default Need timing help

I'm running a old school setup with a weber carb and a turbo. It's a 86 EW motor with vacum advance. What the hell should I do to make some power. It is a car that is raced and I'm planning on splashing it with some race gas. I don't have the money to buy a MSD boost deal. What are my other options? Do I leave the vacum line on or off? I think it will see boost pressure, but I don't know how that would change things. I'm going on the chassis dyno soon and need to get this thing figured out. I have also heard of locking in my timing. How does that work?

Sorry for the million questions
Randy
