What do you mean you "got a chip"?
You replaced the 28pin and then what. Check the jumper, one of them is ground for the processor/sink circuit as well, i.e. if it was touching something else with solder it would short.

I had shanerv check it over since he chipped it and he said it looked ok.My question is can I just get a new chip kit from xeno and have shane do re chip it?

There is a ton of stuff that could have gone wrong. I have had some that look great and simply resoldering can fix things.
