Probably a botched chipping job, something is shorting out.

I had shanerv check it over since he chipped it and he said it looked ok.My question is can I just get a new chip kit from xeno and have shane do re chip it?

What do you mean you "got a chip"?

You replaced the 28pin and then what. Check the jumper, one of them is ground for the processor/sink circuit as well, i.e. if it was touching something else with solder it would short.

It must be good because it looks ok right? It obviously isn't. Either your ecu went bad from the time you removed it to the time you got it back or something was messed up in the chipping process. Which one do you think has a much higher chance of happening?

I can't see any reason why the program on the chip would change anything. Just have him do it over again.

There is a ton of stuff that could have gone wrong. I have had some that look great and simply resoldering can fix things.
