It depends on a lot of things. How much boost, what size/trim turbo...is the auto a 3spd or a 4spd automatic.
I've seen some 5spd 2.2's in the mide 14's and I'm sure the auto woudlnt be too far behind. So long as its tuned right it should be fairly quick regardless of what kind of car it is.

The best jbody engine besides the ecotec would be the 2.4 twin cam. If you want to look outside of jbodies the 2.3 HO's found in beretta GTZ's are a great swap for the 95 jbodies which used obd1... in 96 they went to obd II
The 2.3 lacks the balance shafts of the 2.4, the head flows more air, the intake manifold flows more and the throttle body is larger...oh and the cams are a lil higher duration. 180hp NA and the w41 version had 190 hp NA.... One person did that swap long ago with boost named cookiemonster who was in the 12's for some time.
Currently there are a couple people who have swapped 3.8 supercharged engines into jbodies from GTP's. It fits but barely and i have yet to see any track times from those setups. One person just finished his setup and will also be running a 150 shot of nitrous and a smaller supercharger pulley. I beleive he's using a tec 3 for management.
Oh and if you have a second gen cavalier, the 3.1 turbo engine is probably the best swap. I believe some beretta's had this or you can just turbo your normal 3.1...those are the fastest cars so far that i've seen. This years bash many people will be beating them Im' sure.
