Take it to a machine shop. They charge about $10 a hole to remove/repair. $30 will get it back to as good as new. I do agree that it's a pain, but seriously is it urgently needed? Are you about to bolt the turbo on and those bolt holes are what's stopping you; or are you still gathering parts and a delay won't matter? He probably should have told you, but that's how it goes buying used turbos especially ones that are spray painted lime green lol.

It doesn't matter whether he's putting this turbo on tomorrow or in a year, the seller should've disclosed the fact and obviously knew about it.

its the 60/63 not the green one and it takes 10 mins to drill them out your self.

Up/down play does equal a worthless turbo. To make it right again you'd have to machine the bearing housing .010 over in a couple places and replace with oversize bearings/seals and a new compressor wheel. Not to mention a dynamic balance. That'll cost WAY more than the small T3 is worth, so yeah it's worthless.
So an unknown mileage 60/63 turns out to be a core instead of a good turbo. Shocking. If you want a good turbo use the 60/63 as a core and buy something new because used turbos are like playing Russian Roulette and this time it looks like the Russian won haha. Or send it to me for $40 because I need parts off of it.
