Dehydrated water is pretty self explanatory. If water is H20, and you get rid of the H's, then all you have left is O, and actually, if this was the case, youc car would be running worse with it, b/c Oxygen in the atmosphere is in the form of O2, so in effect if your engine was running "dehydrated water" it would effectively have half of the oxygen available to burn versus the atmosphere.
