is it possible to use one of these and 'disable' the internal wastegate so i would be able to run my tial wastegate?

You would probably need to use a blockoff plate for your downpipe which blocks the internal wg hole.

a block off plate is next to impossible to find since im using a turbo off a skyline. i was thinking of just turning up the boost on the internal wastegate to something like 20PSI while i use my tial as the actual wastegate set at anything under 20PSI

Just don't hook up a vacuum line to the internal gate, and run the MBC off the external gate.

wouldnt he still get blow-by from the internal wastegate, even though it isnt connected via boost controller due to exhaust pressure buildup?? wouldnt it have to be welded shut to prevent boost leak/surge??

Well one end is straight so no matter where the other end is after adjusting, it's still going to fit the same way. :1
