How do you plan to program 32 pin PLCC chips in the 28 pin DIP socket of your EPROM programmer? PLCC to DIP converter sockets typically cost $100 to $150 each. If the ECU uses a DIP package, then the PLCC package part will not work for you anyway...
Try Atmel, I think they make 27C256 chips in a 28 pin DIP FLASH equivalent.

I'm pissed. 
I already bought the Eprommer 3.3 and put it together and now it doesn't work. 
I must suck at soldering or something. Anyway, put me down for one programmer. $115 via paypal headed your way.
