it is the cost TIMES 1.03 which in your cas comes out to be an additional .41 cents. and $4 for shipping is the priority flat rate envelope thing, nobody is paying more then you are. and I don't think you are paying that much, including shipping and paypal you are still paying under $5 a chip.
