rust on passenger side infront of wheel well.

My grandparents ownded it, then i bought it, now i want to get back into the hondas.

Car will not start, shouldnt be a big deal. Just stopped at random today. parked the car, went out to start it, and nothing. want it, come get it for near my asking price.
