Default 2000 malibu component identification

Alright HMT i am confused and hoping you guys can point me in the right direction. This malibu currently has a 3100 sfi in it. There is a pulley/tensioner along the belt assembly that i have no clue what it is. Lately its been chattering, so i think a bearing may be shot in it. I'm hoping to find the name of it so I can replace it.

this is the engine in question

These dictate what im referring to.

on a side note belt dressing and lubricant didn't do anything for the problem
