If you require water to rehydrate dehydrated things, how can you have dehydrated water?

 

not trying to diss or anything, but wouldn't dehydrated water be oxygen? last time i checked that stuff was free. pictures please. im not really interested in buying this stuff, but i would like to see how dehydrated water looks like.
