turbo housing spin

just got a t4 w/ no wastegate. and the one thing i noticed was if you hold the inlet housing....you can spin the housing 1 way and the exh. housing the other way...is that normal? i thought it wasnt suppose to move. any help would be appreciated.

It's supposed to do that... if the bolts are loose. Tighten up the bolts then if it still does it, shitty
