Default Nothing Below 3,000

Here is the situation my car has a misfire below 3,000 rpm
but only sometimes. It seems to kinda of phase in and out.
Anything above 3,000 rpm or so and it runs like a champ.

My car:
standard 99 civic ex 186,000 miles
y7 motor 60,000 miles
y8 intake manifold
y8 trans
safc
obdI conversion

have you adjusted anything on your safc?

have you had the timing belt changed recently?

what ecu are you running? is it chipped or anything of the sort? is your base timing set?

Alright I have (before this post) changed the dizzy cap and rotor, plugs, injectors, plug wires, and o2 sensor. I have also checked the compression twice and I have 170, 175, 170,
165 starting from the dizzy going right. I have also checked the injectors to make sure they are functioning properly.

Warrick: I am running a po6 unchipped

I was playing with the car today, after I just installed my secound brand new set of plugs and wires, and the car seemed fine it idles normal. But then I go for a test drive and I found out that it only misfires under 2,000 with the car in gear. WTF!!!! Whenever the rpms get up over 2,000 it's fine.

I have thought about that but wouldn't the compression be bad or low.

A new update just got back from test drive number two and the exact misfire only happens when I below 60% throttle. I will pull the plugs and see if I can tell anyhting from those.

Just went outside and checked my plugs. They are white like a mother ****** which means lean so should I just try retarding my timing or change my safc setting? Or maybe a little of both?
