how do i cancel an unclaimed money transaction there is no "cancel" button in the action window like it tells me

Paypal on hold for hours um thats new to me. I have dealt with them on the phone atleast half a dozen time always fast and easy maybe you should call them last time I checked we arent paypal custom service
