Where can I get blank eprom chips? and which one goes into a p28 or are all Honda chips the same?

 

You need more research. You have to do a bit of work to chip the ECU. You can get a chip from most electronic shops, like progshop,or Moates. You would also need a burner and to learn a program not mention get it tuned.
