I say yeah, this is correct. Get the pressure up on the rings, but I also say that going past 4000 rpm would be a bad call. Getting the filing action going on quickly is essential but at higher rpms too much heat will build up and tear away pieces of metal in weird ways that are undesirable. I learned about this in class.

thats bull ---- there are three pistons rings 2 compression and one oil ring, i stopped reading when it said "the rings only jobs are to scrape oil from inside the cylinder."
