well, i was thinking about this the other night. what if you put some thick rubber over the exit side of the compressor, and somehow got a pressure gauge attached to it, then you could just run a leaf blower or something through the exhaust inlet, and see at what PSI the gate opens....OR, just remove the spring and add weight to the spring until it starts to collapse, that' would be close.

i invented this method:
best and most incredibly accurate way to test the wastegate is to do this

take a long length of vaccum hose
take a plastic or brass tee that fits the vacuum hose
attach one end of the vacuum line to the wastegate. and one end of the tee attach to the boost gauge tubing.
next connect the last end of the tee to an air compressor, doesn't matter how powerful it is.

then put the wastegate on top of the windshield ouside the car and with you inside the vehicle with the air compressor in your hand give it a few shots of air and look at the boost gauge as to when it causes the arm to push out. this is the point you wanna concentrate most on. and go past that point about 10psi and slowly leak some of the pressure in the vacuum line (however you wanna do it) and bring it down one psi at a time until you figure out exactly what psi the wastegate closes at, and that point is close to what the wastegate is set at. its probably one psi above what its at when the wastegate shuts closed.

i have a 6hp air compressor with a 30 gallon tank... u think i can use that in anyway.... it has a psi guage on it that shows how much is running though the line

6hp seems a bit much to test a spring in a wastegate. damn stock crx's have less hp than that.
