where does the external wastegate pipe connects to?

where does the external wastegate pipe connects to?

Does it connect to one of the vaccumm tubing. Same as the BOV Vaccumm?

The wastegate pipe? that normally bleeds back into the downpipe. If you mean what source actuates the wastegate? That would be intake manifold or any positive boost source.
