Default Problem...03 eclipse turbo

My buddy and I were doing some things to get his 03 eclipse 2.4 back on the road. He lost his license so it went down for a while, motor got a semi-rebuild, 4g63 cast mani, my old to4e turbo which only has a few thousand miles on it, new hks ssqv, etc etc. The motors been in and boosting fine, hes using a cartech fmu and wrx 440cc injectors for tuning.

Anyways, just today we ran into an issue that the car was having some real bad compressor surge and the bov wasnt reacting at all. It was running and making boost fine last night, and what weve dont since then is just mod the charge piping a bit which basically just cutting some pipes shorter for fitment, and I welded his dp to existing exhaust and added an o2 bung for a wb.

Weve checked all charge piping, all vacume connections, everything and Im just stumped. The cars idle was also a bit worse and wanted to almost stall after revving, which Im thinknig maybe the maf which was open a bit after he blew off a charge pipe last night.

Pretty much thinking either the bov is defective which is a real hks ssqv brand new and the newer style, or something wrong with the maf. We even took the exhaust back off and its just open dp again incase the cat were clogged or something. Any ideas
