toggle tec " on toggle switch"

the thing runs fine unitl 5500 rpm the like rev limits. like some sorta safe mode. its wierd. and vtec dont kick in.
im lost someone help me out

 

you are not getting enough fuel.

 

timing belt or timing is off or both

any check engine lights?

what "guts" were swapped out of the distributor.

Is this a OBD1 or OBD2 ecu?
