I could be wrong, but I think it is called a dashpot diaphram(seriously). I don't know WTF it does or if you need it, but I think that's what it's called. My sisters car(89 TEG/automatic)had one and it went bad.

well i know the one next to it (im wondering what the red circled thing is) is a dashpot that controls engine idle speed when cold.
i can blow threw the big port and that goes into the intake manifold, the small one doesnt seem to make a diff...
