Does california have beefed up camaros and ----....At motorsports park here in memphis we had a competion called beat the heat....you get to race all the cop cars.....the fastest one they had was a camaro z28 and it ran like a 14.3....how pitiful is that? If I had a 12 second CRX Id leave the ---- outta them on the hiway

JDM B16's will not pass emissions in CALI, you can take it to the referee but 80% of engine with the stamp "B16A" fail actual emissions test and are gross polluters. Why? Multiple reasons but I will not explain here for the sake of typing on the road. Del Slow and 99/2000 Si b16's do well, but all must be converted to OBD compliant ----. Best bet is to leave the LS block and put the LS head back, they have lower compression and less chance of be beat to ---- when you get them from an importer.

I've seen plenty of JDM engines pass smog. As long as you get all the correct visual ---- and a working cat, you'll pass easy.

You definitely have something else not functioning correctly then. Being a B16A has nothing to do with it.

i have read a few reports on this and its the cam profile and something else i just cant remember off the top of my head, that make them not pass that i actually have the artical out in the car maybe later i will reread it and post what i find if it may help

What was not passing when you were trying? Too much fuel, NOx, visual, etc? Could be the motor too. I mean these are older motors and Hondas don't have a good track record with the oil control rings. Too much oil in the combustion chamber is an easy way to fail too.
I can not stress enough a good cat and good O2 will pass most cars. Running too lean or too hot will always fail you. It produces far too much NOx and a catalytic converter can do nothing about it.
