I don't think they allow you to swap heads/blocks if you're trying to pass cali's **** emissions. The motor and ecu has to be the same year as the vehicle it's going into or newer, and it pretty much has to retain stock everything. They might let you get away with an intake and header as long as they have the carb info on them. Best to leave it 100% stock and unmolested to go through the visual check.

But getting a motor ref'd, registered, and legal isn't that hard. Slo is correct on the keeping everything stock. If you want to keep the ls/vtec...then ref it with a b16 or b18c. When everything is all done...you can swap out the block. We've done that to a few cars back in the days.
First...make sure you have legit numbers or papers for the motors. Also..NO JDM motors. Also...have stickers on ecu. No jdm ecus too. If you have one...get a us cover. Make sure EVERYTHING is bolted in..ecu, harness, etc. You CAN have street legal performance parts but they MUST have a carb number. Have all valves, canisters, etc in car. Pretty much make it exactly as it came from factory. Timing can only be off by a few degrees. NO EXCEPTIONS. You'll make another appt if you're 1 degree off of what you can be. I've seen it too many times. Visual is cruicial. Don't go in looking ricey or racey. NO guages of anykind! Especially fpr guages or adjustable fpr. I'm sure I'm missing things here and there but its been many years. But be very nice! That can make a big difference. Once you're ref'd...then you can do what you want. GL!

Damn california is that bad on Swaps and ----.? ---- I thought mississippi and Tenn. Was bad...specially memphis....If you drive all riced out...your getting pulled over no exceptions....Specially if you have a big *** tach on your dash when you really dont need it.....that Is gay

You get caught racing in california your car is now owned by california and is crushed no questions asked
Also all swaps are required to be shown to a smog ref and must be all carb legal parts
Basically california sucks

Does california have beefed up camaros and ----....At motorsports park here in memphis we had a competion called beat the heat....you get to race all the cop cars.....the fastest one they had was a camaro z28 and it ran like a 14.3....how pitiful is that? If I had a 12 second CRX Id leave the ---- outta them on the hiway
