It's bolted to the grounded engine.

did u pull the oil limiter out of the block or run a oul line to the solenoid if u dont have enough oil presure it wont crosover in to vtec

yes I pulled the oil jet out of the block.

yes, the speedo is working. I already have taken the solenoid off the head and tested it. It is shot.

Actually my car went into vtec and the speedo don't work. Though once I got a CEL for the o2 sensor then it wouldn't kick over.
