10-15 inches/hg of vacuum sounds more to me like cam timing or bent valves. But since you did a compression test, I'd say rule out bent valves and recheck that cam timing one more time. I run my b16 at +3 degrees advanced on the intake cam and it idles low with around 16 in/hg at idle. On the decel it makes over 30 in/hg. But if 3 degrees throws it off that much, think how much 1 tooth would be.

I've had something similar happen to me before, a bad oxygen sensor. Unplug it, if the car runs normal there is your problem.

yup, you guys need to realize that most gauges aren't very accurate, plus you need to take into account altitude and other weather related conditions.

It's according to my auto-crapper vacuum/boost gauge, not an actual calibrated instrument. But it does make a ---- ton of vacuum on a decel...enough to actually suck some of my thinner vacuum lines closed. I even had to replace the thin cheesy line that somebody ran for the brake booster because it was sucking itself closed :P
